Aurecon appoints Jasmin Abad Lock to support infrastructure growth

Global engineering, design and advisory company, Aurecon, has appointed Jasmin Abad Lock as its principal for Infrastructure Advisory, with effect from 3 August 2020. Based in Hong Kong with experience across Hong Kong, China and Southeast Asia, Ms Lock will work closely with Aurecon’s Infrastructure, Buildings and Energy teams to grow the company’s Infrastructure Advisory services in the wider Asia region.

“Asia is continuing to develop and pursue its growth agenda. The region’s changing demographics, rapid urbanisation, evolving customer expectations, and increasing environmental threats will inevitably place pressure on infrastructure projects led by government and private sector,” explained Aurecon. “With demand for investable projects, organisations and their partners are constantly being challenged to deliver infrastructure projects that drive innovation and efficiencies, improve quality of life, and fast-track sustainable development commitments.”

“At Aurecon, we are committed to delivering future-ready engineering solutions for our clients in Asia. Jasmin’s international experience and knowledge in urban planning, project finance and development economics will be invaluable as she works closely with our Advisory team in Asia to strengthen and enhance our Infrastructure Advisory portfolio,” said Stephane Asselin, Aurecon’s chief executive for Asia.

“We are looking forward to partnering with our clients to help them prioritise projects that drive maximum value across their portfolios, and on projects that are closely aligned to their organisational strategy and growth in this region. We are confident that our team will be able to deliver seamless services that span the investment lifecycle of infrastructure assets.”

In her new role, Ms Lock will help clients identify and articulate clear strategies to manage risks, maximise investment opportunities, introduce technology to drive productivity, structure financing and commercial options and help develop the implementation of infrastructure programmes and related land and property development.

Ms Lock started her career as an architect in 1995 and has worked as a consultant in the public and private sectors, including the World Bank and ALMEC Corporation, advising on strategic, urban, and land use planning, financial, and techno-economic aspects of infrastructure development.

Over her 20-year consulting career, Ms Lock has also led or participated in major infrastructure advisory projects in Asia across various markets such as transportation, smart cities, new central business districts and mixed-used developments, tourism destinations, and leisure attractions. These include the Macao Tourism Industry Master Plan, Pattaya Utapao International Airport, HKIA North Commercial District Study and Program Recommendations, and the Delhi Mumbai Industrial Corridor Projects.

“Leading organisations and governments are constantly looking to make more informed decisions about pursuing, prioritising, building, and future-proofing infrastructure assets and investments. They look to experts for technical, creative, and innovative approaches that can drive optimal commercial, sustainability, and socio-economic outcomes for stakeholders and their communities. I was attracted to Aurecon’s strengths in design-led thinking and its drive to bring global best practices alongside innovative technology solutions to help solve clients’ challenges,” said Ms Lock.

Prior to joining Aurecon, Ms Lock was a principal at TBH, a specialist planning, lenders’ technical assistance, and project management consultancy. Prior to that, she was associate director for design, planning and economics for global engineering firm AECOM.
