Arup appoints Silvia Halim as Indonesia leader as market demand grows for resilient urban infrastructure

Global built environment consultancy Arup has appointed Silvia Halim as its new Indonesia leader. She joins the firm at a time when Indonesia is stepping up investment in infrastructure to support economic growth while responding to rising climate and urban pressures. In this role, she will lead Arup’s business in Indonesia and drive the next phase of growth in a market that remains strategically important to the firm and offers significant long-term opportunities.

Ms Halim brings extensive leadership experience across Indonesia’s transport, urban development and public infrastructure landscape. Most recently, she served as deputy for infrastructure & facilities at the Nusantara Capital Authority, where she led the planning, regulation and delivery of infrastructure and facilities spanning transportation, housing, water, waste, utilities and social infrastructure. Her remit also included urban mobility planning, water-sensitive city guidelines, and the introduction of green and smart building standards.

“Indonesia is a key market for Arup, with strong momentum across infrastructure, urban development and the energy transition,” said Lau Ching Luan, managing principal for Southeast Asia at Arup. “Silvia brings a unique combination of leadership experience, deep local knowledge and proven delivery capability. Her track record across some of Indonesia’s most significant programmes, alongside her public sector leadership at national level, positions her well to lead our business and strengthen our partnerships across the country.”

“Indonesia’s development ambition is significant, but so too is the need to make infrastructure more resilient, better connected and fit for a changing climate,” said Ms Halim. “I am excited to join Arup at this moment and with our teams, clients and partners to build on Arup’s legacy in Indonesia and deliver meaningful outcomes for communities.”

A civil engineer by training, Ms Halim has contributed to major transport and urban infrastructure initiatives in both Indonesia and Singapore. Under her leadership, MRT Jakarta delivered Indonesia’s first mass rapid transit (MRT) system and received an Award of Merit at the FIDIC Project Awards 2021.
